My laptop doesn't come on

I have a Aspire 5733Z-4851 and was working well untill today when i tried to use the laptop and it just won't come on.
When i press the power button the blue power light will lit for few seconds and then goes off and that's the only thing that happens. The fan doesn't run, the screen doesn't come on and there is no sound of anything running just the blue light that shows for like 3 seconds. I have removed the battery, pressed the power button for 60 seconds and tried to power it using just the power adapter and all is still the same. Please I need assistance on what might be happening and ideas on how i can get it fixed. All suggestions will be highly appreciated. Thank you

Check the voltage output between the outer and center contactsof the charger plug with a multimeter. It should be 19vdc. Jack E/N
