I recently purchased a second hand emachine W3653 desktop (comes with Windows Vista Home Premium). However it didn't have a hard drive in it. Is there a way I can get Acer/emachine to send me a factory recovery disk?

A big MAYBE! And an even bigger MAYBE NOT! Go to this link, https://store.acer.com/en-us/erecovery/esp/   enter your machine's serial number ID (SNID) and hope for the best. This was originally the site for the recovery disks but has obviously been altered to try to sell insurance as well. However, IMO, it's not worth trying to install ACER-flavored WinVista even if it were free and available (typically ~$50 ). I think WinVista is almost as bad as Win10 and not even maintenance/extended supported anymore.  If it were mine, I'd probably try to install Win7 or Win8.1 using Microsoft's installation tool http://www.microsoft.com/en-us/software-recovery
or install LinuxMint Cinnamon GUI which can be set up to have the same look, feel & familiarity of the last halfway decent Windows version (Win7). If you go the Windows route, it's probably gonna cost you some money as well as a lot of frustration especially if you go Win10 which is a moving target with major revisions coming out on a 6-8 month cycle which causes issues in machines that are only a year or two old.
