Brand new R11-cb5-132t stuck in reboot loop after installing updates

Just opened a brand new R11 Chromebook ( R11-cb5-132t ) and updated the OS.  After selecting restart, the system is stuck in a cycle where the blue light turns on, the screen backlight briefly turns on, the backlight & blue power light turn off, and the process repeats (maybe 15-20s total).  If I time it exactly when the screen turns on and hit the power button, I can get it to turn all the way off.

I've been unable to get into recovery mode with any combination of esc+refresh+power. I even created a recovery USB drive, but it didn't have any effect.  I'm stuck at this point and planning on returning the Chromebook, but any input is appreciated.

I'd go the return to vendor step at this point, it sounds like the OS install is corrupted and not being able to drop into recovery mode points toward the corruption being motherboard caused... Skip the hassle of going through the warranty repair route and just have them swap you to a another machine.
