Can a Laptop from other country be repaired in CA?

Hi, I have an Acer Aspire s7 391 laptop sold in South Korea. Recently, It’s not working. I tried to install windows again with bootable usb but it keep being stucked at 20%, 14%. Should I replace some part inside? How can I tell which one has to be replaced?

    For laptops there would be International travelers warranty and as checked in the warranty document it says the Operating system is not covered. However, you can contact acer support for help.

    Also, take a look at international warranty for your unit go to support.acer.com > Click on support > click on warranty > click on international travelers warranty.
