by disabling turbo boost I mean max cpu performance from the battery settings forgot the exact name of the setting but thats how you disable turbo boost right? and does all this cause the performance to falter like when gaming for example ?

Undervolting - does not starve CPU when done correctly - it merely removes the excess power to CPU - increases performance since it runs cooler now.
Disabling turbo - this indeed is detrimental to performance since you are limiting CPU max speeds.

Undervolting with turbo left as it is should be good enough for optimal performance making system run full speed at lower temperatures.

Disabling turbo boost will always affect performance but will also decrease the temps it wont affect much if not dropped down too much and i'm sure there is loads of members here why have the right figures for it if you are worried about high temps you should optimize windows and undervolt either with xtu or TS one or the other

    UserBenchmarks: Game 43%, Desk 61%, Work 40%
    CPU: Intel Core i5-7300HQ - 63.5%
    GPU: Nvidia GTX 1050-Ti (Mobile) - 41.9%
    SSD: WDC WDS200T2B0B-00YS70 2TB - 71.4%

Okay thanks a lot! so undervolting won't affect the performance since we are essentially starving the CPU ?

Also I put my max processor state to 99% which was enough to notice a difference but now I don't want to compromise on the performance at all so will it make a big difference if I put it back up to 100% ?

Hi, somehow for me with - 1. 20 voltage and turbo boost on, it still climbs up to 90.

That means TS is not turned on. When on, the highlighted option should say 'turn off' (as shown below). Post screenshots of your ThrottleStop - all screens that have any changes made by you.
