Its because when your on battery your Nvidia GPU has a feature called "Powermizer" that limits voltages sent to your GPU and lessens clock speeds.Since your GPU is now running less than full speed your CPU does not need to run at max to keep up.Also the windows power plans usually tell the CPU to use less power when on battery as well.It is normal.
