    I think the 3 applications & 1 library file are part of your Care Center suite.  I found no icons to match yours, therefore unable to identify the applications or the suite.  You must be a developer to have TsDotNetLib.dll in a folder .  I am also unable to find another Care Center other than that for Acer.  The image below is for Acer Quick Access.  I could not locate an application called "QuickAcess".  Unfortunately we have a language barrier.  We may make more progress, if you write in your native language.

    Most non-professional users don't have library files lying about.
    Indeed, it is Acer Quick Access. Try to re-phrase your original question.
