This is not the correct version of Throttlestop to remove package power caps from the video you posted.

For the i7-7700HQ it lowers the amount of power required to run the CPU at 3.4GHz (38w max instead if 56/45w max).

It works best for the i7-7700HQ for some reason.

It could either be power limit throttling or thermal throttling depending in how well you've optimized your laptop.

That is what the spec reads for the 7700.
But the actual spec is, 56w for a period of 28 seconds while all the cores are running a single task (i.e. rendering a video or running a benchmark) after that 28 seconds it reverts to 45w for the remainder of the process.

That video removes that power throttle and keeps CPU running at what values you set for power limits.

A bonus side effect is that your CPU requires less power to run at full speed. (38w)

Well in games you may not need the full speed of the CPU... it will only use what's needed.

You can (in throttlestop) set speed shift epp to "0" and it allows all cores to run at 3.8GHz in game (performance boost) but will still run at 3.4GHz in benchmarks due to the nature of benchmarks.

Yes like I said above it will run at 3.4GHz all cores during testing..

But if you get a on screen display for when your gaming you can see what speeds the cores reach.
