Smart fan?Enable? ZC 606

At first I can't speak English well. Sorry about that. But Im going to try explaining about computer problem.

We bought the computer at 2014 - ZC 606
It has a problem with booting since 2016.
And now it's resetting again.

Anyway, the point is I went to the Boot system and started to browse choices. I found a choice of "smart fan" It was 'Enabled' So I tried 'Disenabled'. And it finally started making noise. Sounds like it is working now. 
 Is that normal?

    When enabled the fan starts out running at full speed then quickly slows down to hold the correct processor temperature. With disabled the fan runs at full speed all the time. You might look into cleaning the fan blades and inside the case since dust build up can affect how well the fan works for cooling. Best would be to run a temperature utility to see what temperature you are actually running at with smart fan enabled and disabled. You should see numbers well under 100°C in either case, my tablet right now is running at about 50°C and only climbs above 80°C when gaming.
