Let's just make it clear that your Laptop cooling fan is not optional. Around 20 seconds without a fan spinning is enough to damage most laptops. they have trip switches in the CPU so if there is no connected working fan then the laptop won't POST because it cannot get the RPM. so if you fan doesn't spin it's not because it's broken but because something else is broken and your Laptop doesnt want to start fully because of it.

You can test the fan on a different computer. If it spins, then the problem could be the motherboard or power supply unit.
You can also use a known working fan and plug it on your motherboard. If it spins, then the problem is with your fan.
If you have a multi-meter, test the voltage across the red and black terminal. It should be 3-5V or 12V, otherwise your motherboard

In some cases resting BIOS will clear any misconfigurations and get your fan working. To reset the BIOS:
Shut down your PC. Press the power button and immediately press F2 to enter into BIOS setup
Press F9 (or the load defaults button shown on the BIOS screen) to reset your BIOS
Press Esc or F10 and select “save and Exit” press Enter and allow your system to restart then check if the fan now works.

If the fan is still not working, Please contact Acer support in your region and they will help you with further option to fix the issue.
