My CPU goes straight to 100% when anything is open.

In the past few days i have ran in to the problem of my CPU jumping to 100% on start then going back down but as soon as I open anything it goes straight up to over 90% that includes literally anything - task manager, chrome , documents etc. This problem has occured for me once before but it wasnt the fact that when programs were opened it shot up but it was that it was always at 100%, I usually fixed it with a quick restart before I found out a fix. I did find a fix and it completely eliminated the problem but I have yet to find that fix. If anyone has any ideas on how to fix this, Please let me know.

Specs :  Pretador G9 - 591
Processor :Intel(R) Core(TM) i5-6300HQ CPU @ 2.30GHz
Ram : 16GB

I really dont know what else you need but if you need any extra information let me know and I will do my best to give you it.

    Please check if other users are logged into your computer, if you are the only user, what are the temps? Are they normal? If so, do you know there is an option called the resource monitor, that will tell you the complete story.

    Open the run command and type resmon.exe and once the resource monitor is opened, navigate to the CPU and then sort it by the average. This will give you the .exe that is eating up your resource. 100% CPU without an explanation might be due to overheating as well.

    Yes I'm the only user logged in, How do I check the temps and what should they be at, I just checked the resource monitor and the highest is svchost.exe (netsvcs -p).

    Ive checked by temps using CoreTemp,  Core 1 Averages around 37 degrees with a minimum of 35 and a max of 45 and its the exact same for Core 2. Im not sure if thats normal.

    svchost means service host. This means that one of your services is causing the CPU usage. Worry not, it might be a Windows update and not a big deal after all. The issue would automatically resolve once the update is completed.

    To check this, press the Windows key and I or just type Updates in the start menu, check if your Windows is updating. If not, let me know. If it is updating, be patient, the misery will all be over soon.

    Edit 1: Those numbers are normal.

    Okay, I did encounter a problem with a windows update recently with me doing it and it not completing correctly but I just brushed it off. I've typed in Updates and clicked on Check for Updates but when I press the button that checks it comes up with this message "There were some problems installing updates, but we’ll try again later. If you keep seeing this and want to search the web or contact support for information, this may help: (0x80070422)"
    Not quite sure what to do with this but hopefully this is the problem.

    Sorry to ask you this again, is it still the svchost.exe? If so, do you know how to perform a clean boot?

    It does still happen to be svchost.exe, I will follow through instructions to do a clean boot now.

    After finsishing the clean boot, The problem persists.

    Okay, let us try the last resort. Boot the machine in Safe Mode with Networking and see if it is the same. If not, it has to be the thermal paste. However, try it.

    It is time to contact Acer in your region, this does not sound like a software/OS issue m8. Possible chances are thermal paste and many more.
