Aspire 5 performance issues after windows 10 upgrade

I have an Aspire 5 (A515-51-563W) that was just purchased a few months ago. The computer was upgraded to windows 10 soon after the purchase and has not performed right ever since. I've checked for updates everywhere done a fresh wipe off the PC and still run into the same issues which is as follows.
1. Boot times upward of 10 mins.
2. Disk usage constantly at 100% (and no sign of the application using the disk that much)
3. Computer is basically unusable due to the performance opening an application takes 5 minutes.
4. Even in safe mode this laptop has the same symptoms.
I have litterally tried all that I know to do as a junior tech. If anyone has more recommendations please do not hesitate. 
All updates have been made.

    Sounds like you wiped the HDD and installed a generic Win10  instead of the ACER-specific Win10 factory reset from the hidden ACER recovery partition on the HDD. If the hidden recovery partition is still intact, you might be able to reset the machine to a factory fresh state by turning the machine completely off. Then turn it back on and immediately press and hold the ALT key while tapping the F10 key. A recovery screen should appear as in the video below to either reset or refresh the machine to a factory fresh/refresh state. Jack E/NJ
