How do I turn on Bluetooth on my device?

    Are you using the same preinstalled windows os  on your device?
    Please press the Fn key and tap the F3 key twice and  check if the bluetooth is turned On.

    Once in the troubleshooting menu, click “View all” present on the navigation pane at the left side of the window. Now Windows will populate all the troubleshooters available on your computer. Navigate through the options until you find “Background Intelligent Transfer Service”. Click it. Check the option “Apply repairs automatically”. Follow the on-screen instructions and wait for the troubleshooting to complete.

    >>We can try setting them as default devices and see if this brings any change to the situation. 
    Right-click on the speaker icon on your taskbar and select “Playback devices”. Right-click on “Your Bluetooth Default Speakers” and select “Set as Default Device”. Press OK to implement changes and exit.

    >>Restarting Bluetooth Service
    Press Windows + R, type “services.msc” and press Enter.
    Once in the services tab, navigate through all the list until you find “Bluetooth Handsfree Service”. Right-click on it and select “Restart”.
    After restarting, right-click it again and click “Properties”. Now click on “Startup type” and set the value as “Automatic”. Press Apply to save changes and exit.
    Navigate back to the list of services and perform the exact same tasks on the service “Bluetooth Support Service”. Press Apply to save changes and exit.
    Restart your computer and check if the problem at hand got solved.

    I found out myself.
    It's by pressing "Fn" and "F3".

    I am using Windows 10 Home 64-bit, @Sharanji.

    Indeed, I was able to activate my BT (=bluetooth). The BT icon on my taskbar appeared and also under "Settings", then "Devices" the BT went to "On".
    But when I try to connect e.g. my phone or an audio speaker with my laptop via BT, it does not work. The connecting devices are shown as recognized under "Settings" - "Devices", but there are not successfully paired. 

    My BT is Qualcomm Atheros AR3011 BT 3.0 (Driver from 5/18/16).

    As shown above, it's "Paired", but the connected device does not work regardless the device I connect it with. I tried it with several BT devices.
