Lost Touch on T232HL

I have windows 8.1. The monitor was working as touchscreen I disconnected the computer and then reconnected with a new keyboard and mouse. It no longer was touch. Itehn shut down monitor and computer disconnected all wires held the power button in for 30 seconds. It did not come back on as touch. I reconnected the old mouse and keyboard i tstill does not work as a touch. How can i get it to do so?
