Inconsistent CPU Speeds

I have purchased my product through Amazon and have had it for no more than a week but it seems to have some issues already. Being a new laptop I didn't have much installed so I already ran a reset to see if it would fix my problem but it did not.
The problem I have is that when I observe the cpu speeds on task manager my speeds seem inconsistent than when I had it the first few days. For the first few days, my cpu was running as expected. When idle or doing something light such as web browsing or typing up a document on word, I was having speeds between 1.0 GHz and 1.8 GHz (my max speed). Then when I played a game the turbo boost kicked in and I would reach speeds of 2.8 to 3.2. Now its seems that I am getting an inconsistent rate even when doing nothing. With only having the task manager open, I am now getting values between 0.94 and 3.2 so at random times the fan gets louder and my laptop heats up more. It's strange to me that this would happen even when I have no programs running.
So I was wondering if there is something I could adjust to see if I could go back to the consistent speeds I was having when I first started using my laptop.

A new laptop should not be doing this. If you're playing a game that you meet as a recommended settings, then it should not overheat nor be inconsistent and lag. Try updating your Windows and its drivers and if the problem persists, return would be the option to opt in.
