I have a Predator G9-793 laptop, i7-6700 base 2.60ghz up to 3.40ghz I'm not overclocked, Nvidia 1070, 16gb RAM, Windows 10

I'm virus free and all the Windows updates, drivers, and bios are installed and my CPU usage is around 3% and temp is at 43c-47c but when I view the frequency it's always around 3.0ghz, and I'm on the balanced power option. I'm pretty tech savvy but this one has got me, if I can't get the frequency down would it be a problem?

I don't think it's a problem. I have the predator 17.3 helios and it runs around that temp. Not sure of the frequency. Usually temp is what you have to be concerned about. Have you check bios to make sure certain things are enabled correctly as well.

When you say it's running at 3.0ghz, is it fluctuating or at a constant at 3.0ghz?

Reduce the Windows 10 power management slider to Better Performance, likely it's set to Best Performance.  I would just leave be if on the mains supply as it has negligible effect on system temperature, on battery is where you really want to reduce the slider to one of the four settings to help reduce power consumption.
