The i7 7500u has 2 physical cores clocked at 2.70 Ghz base clock and 3.5 Ghz boost clock. The thread count is 4. Base clock matters less since it gets adjusted according to the workload. It has 4 MB L3 cache.
The i5 8250u has 4 physical cores clocked at 1.6Ghz base clock and 3.4Ghz boost clock. The thread count is 8. It has 6 MB of L3 cache.
Now while determining a CPU remember that more physical core is more important than clock speed. Both of the CPUs have similar boost clock but the i7 7500u has an edge in the base clock. On the other hand, the i5 8250u has 4 physical cores and 8 threads which will perform better in multi threaded load compared to the i7. Moreover, the i5 has 6MB cache while the i7 has only 4MB.
And the i5 costs less. So the i5 8250u is the better CPU here.
