processor speed does not rise

I have a laptop model Acer Aspire VN7-791. The problem is that the processor speed is at the same level does not rise. Please help me!!!!

Hi,
Try switching to High Performance plan in Power Options, right click Battery icon, go to Power Options, switch to High Performance plan, if it's not available click Create a Power plan in the left pane.

Give this a try, switch off the laptop, remove the AC adapter, follow the instructions in the video, leave the laptop to rest for 15-20 mins before starting again.

If that doesn't help, please check whether Fast startup is enabled.
Go to Power Options(right click Battery icon), click "Choose what the power buttons do" in the left pane, click "Change settings that are currently unavailable", then  tick the box for Turn On Fast start-up.
