Chromebase 24 CA24I_W, Chrome OS missing or damaged error, Help!

I'm about 4 months beyond warranty, I have tried the recovery multiple times with various Flash Drives and SD cards. I just get another error.
I filled out the Repair form online and received the following response; We have received your request for repair; however, we are unable to complete your request online. The standard fee for out of warranty repair of this model is currently $309.99 USD and will need to be pre-authorized on a credit or debit card prior to confirming service. How can there be a standard fee?
Is it guaranteed to be fixed for $300?
Whats the warranty?
What if you determine it cannot be fixed? Do I get my $300 back, or credit towards a new system?

Standard fee assumes they'll have some they profit on and some they loose money on. They promise to repair or replace to cover the cases where a repair isn't possible.
