Acer Aspire CPU only using .78GHz

I have an Acer Aspire V15 Nitro - Black Edition, model number VN7-592G-72VQ , and starting yesterday my CPU has only been using .78GHz of power, regardless of my settings or what I'm doing. It is causing my entire entire laptop to work slowly and it making it so I am unable to do certain things on my laptop, like run video games or programs like Photoshop.
I am running on Windows 10 with the most recent update (updated on Feb. 13), have my laptop on a high performance mode, the temperature is only reaching around 46 degrees Celsius. I have tried doing a system restore but was unable to due to being "unable to access a file". I may try to delete the most recent Windows update and see if that is the problem.

When I wake my laptop up from sleep mode the CPU behaves normally for a minute or two, using between 2GHz and 3.5GHz, before tanking and only using .78GHz and staying there until I put it to sleep and wake it up again. I have not downloaded any new programs, and have done virus scans.

I am unsure of what the possible causes may be and thus am not sure what to do in order to solve it.

    Yes, I agree. This seems like the most reasonable thing to do at this point to rule out a hardware issue. Jack E/NJ
