I have a mouse and keyboard connected via USB in my laptop, Acer Aspire VN7-593G. On Windows, i have disabled hibernation and enabled the mouse and keyboard to wake the computer, and also on Ubuntu i made all the external USB ports active. The problem is it still cannot wake from sleep (Windows) or Suspend (Ubuntu). Even in BIOS i don't have an option to allow USB wake or something like that. Should i do some additional steps or it might be an isolated problem with these laptops? Thanks and have a nice day!

After some searching it seems that it's an Acer problem that is still not resolved. So the Acer laptops are not allowed to wake up from sleep via external mouse/keyboard. There's nothing to be done now...
