    Hi,
I think that's the security feature and can not disable it but you can stop asking for password when it wakes up, go to settings, in Users, untick the box Require Password to wake from sleep.
If you want to give away your Chromebook, do a Powerwash and let that person to login with their email address.

Chrome OS does not allow for auto login, for the user's account security. There is no way to store the password and use a simple one-key entry. Have a password that is easy to remember, meaningful, yet not so convoluted that a misstep would cause an error.

One suggestion that might help:  Go to  Settings > Users   and remove the check-mark from "Require password to wake from sleep. Now you will not need to enter it when you simply put the Chromebook to sleep by closing the lid, only after you completely shut it down.

Regarding the Pin lock, let me clarify.

You can only use PIN unlock on the lock screen. Not the sign-in screen. They’re two different processes.

The sign-in screen is what you’re greeted with as soon as you boot up your Chromebook. The lock screen is what you see when you close the lid or put it to sleep mode. Or when you lock it.

One of the main features of a Chromebook is its security, and its password is also the key to your Google Account.  I would strongly urge you not to wish for less security.
