Acer E5-575G 30 FPS lock when unplugged

I'm running into another quirk with this laptop where the GTX 950M that is inside of the laptop limits the framerates of all games I play (tested on GTA V, L4D2, Minecraft, Hitman, and more) to 30 FPS when not plugged into the wall. When it is plugged in, the laptop can run the game at an unlocked framerate.

I have tried disabling v-sync in game and in the NVIDIA control panel, changing Windows power management settings, disabling battery boost in NVIDIA GFE, and fiddling with graphic settings. None of which seem to work. Is there a way I can fix this? Or is this a hardware limitation imposed on the computer through the BIOS or something?
