Acer C720 Issue

I have an Acer C720 Chromebook. I cannot perform a successful recovery and during the recovery process it ends with this message "An unexpected error has occurred".  I have created a recovery media using Chrome Recovery Utility but I not able to complete a CB recovery. I tried to perform a powerwash and that didn't work either.  After I press  ESC - Refresh + Power button, I get to the screen where it says "Chrome OS is missing or damaged. Please insert a recovery USB stick".  I am not able to get past that message. I chose the Acer C720 series image.  Perhaps I am choosing the wrong image.  Maybe there is something wrong with the Chromebook. The CB was not dropped and there is no physical damage.  

The CB is running Peppy 4389.89.0.  I did reseat the battery and that didn't fix the issue. Since the CB is using flash storage, perhaps I could remove the flash storage and perform a recovery using a Windows computer.

    The CB fails after "Verifying the recovery media".  I get the message "An unexpected error has occurred".  I did try another flash drive and I got the same result.
