r3-471T: keyboard and touchpad intermittently not working on startup, wakeup

Aspire R3-471T.  Frequently (roughly half the time), at startup or at wakeup from sleep or hibernation, my keyboard and touchpad are disabled (as if it thinks it's in tablet mode). Touch screen still works.  Typically I can work around this by either a) closing the lid, waiting a moment, and reopening & hitting power button (sometimes this takes several tries until it comes up with my kb/tp functioning), or b) logging in with on-screen keyboard or into a password-free account I created for this purpose, and then waiting a bit. Keyboard and touchpad drivers are all up-to-date. I've tried different Settings under tablet mode and display, but no effect. Anybody have any ideas?

    Could you please check whether you have "Power management" tab either of the items in their Properties in Device manager.

    I had exact same problem.  I assume you have Haswell ULT (e.g. i5 4210) and are trying to run Windows 10.  I went back to Windows 8.1.  Windows 8.1 works great. Maybe I'll have time to play around with it in the next couple weeks to try to figure it out.

    Ok, here is my workaround for the issue in Windows 10 fall creators.  I don't let it sleep.  I use hibernate instead.

    I made one more necessary change to power settings.  If you try to push Fn+F4 with it set to hibernate, it will lockup the computer.  So I set it to turnoff the display.

    Ok, my workaround ended in failure.  I went back to Windows 8.1.

    Go to Acer support site and download Serial IO driver, extract the downloaded file, right click setup.exe file and select "Run As admin" and see whether it fixes the problem.
