During charging, it litle shocks my finger if ı rub slowly my finger to its metal parts. I checked it with control screwdriver but its light did not turn on so is this normal? my socket is grounded and also it is checked via another grounded socket

    Hi

The details you give suggest a faulty charger.

What particular / specific metal parts?  The screwdriver, if it is a basic "test" screwdriver will most likely be a NEON type and would want 50 volts or more to be visible I think.

So don't use it until it has been checked, or just replace it.
