Help With Wireless & Network Issues ... V3-731

I own the Aspire V3-731-4854

I am desiring to enable Bluetooth. Under Settings >>>> Network & Internet it shows up as greyed out and I cannot turn on the radio button option. I have attempted initiating the Fn+F3 option a few times to no avail. Each time prior to restarting the machine I would go to Start >>>>> Acer Device Fast Lane >>>>> Turn on Bluetooth. Each time I did this, and closed the window, I would re-open the window (from the Start menu), only to find that it was still showing Bluetooth was turned OFF. I don't understand why it doesn't remain turned ON within the Acer Device Fast Lane.

Also .....

On the front of my laptop console .... the Wi-Fi light is still showing up as amber or orange (see below), and not as the usual blue color that it used to display. I'm still trying to figure out why this could be.
