Got my laptop back from repairs, still having same issue, what are my options? (Acer R11 Chromebook)

I sent my laptop in for repairs, got it back a couple weeks later, and their summary says they didn't do anything. (More specifically, it says "unit passed all testing"). I noted that the issue is sporadic, and sometimes it would work, sometimes it wouldn't detect anything. It is now 100% not functioning. The wi-fi isn't working and won't detect any networks at all (I live in a crowded apartment in Chicago, there will ALWAYS be a wireless signal somewhere for a wireless card to at least detect.

A chromebook without internet access is frustratingly useless.

I still need it repaired, does anyone know what I can do or who I should contact about this?
