This chromebook is under one of the devices where you can use google play but everything I read and do still doesn't allow me to add this device to google play.  I tried resetting the "channel" to beta, just not sure what to do and I'm kind of wanting a refund for this thing...any help would be great.

It looks like they updated the information on the link here:

    https://www.chromium.org/chromium-os/chrome-os-systems-supporting-android-apps

They are saying the listed models which include the CB3-131 will support Android apps at a future date.

I purchased my Acer Chromebook R11 a few months ago, but have since realized that it's shown as "uncertified" in Google Play. https://support.google.com/googleplay/answer/7165974?visit_id=1-636350356544572693-801401688&p=uncertified_device&rd=1

While I understand there are some updates/beta re: Google Play with these laptop/tablet combo products, what I find disappointing is that customer service (tech support) can't comfortably speak to this issue in any manner. Instead, they hang up the phone when confronted with questions "why does it show uncertified when already registered?" or any other question they can't seem to provide advice on or understand. Very disapointing as it happened twice in two weeks!

According to Google, your model is showing as "planned", meaning that they will be supporting the Play Store, but it's not ready yet. They are very careful to not give a date for implementation though.

I thought I was the only person having this problem. So is it safe to assume that Acer or Google have not provided the Play Store to this model yet?  Any clue when this is supposed to happen?

If you check the link I provided above, the CB3-131 is still shown as Planned.

    That's not Acer, it's Google.

    Hello,
Yes, I am waiting so long for this update. The page link givem by Acer-Mary has not changed since january. I wonder if someone is still working on the project. It's a shame.
Who is responsible for making it happen: Acer or Google ?
    Who should I blame ?

Google is responsible for Chrome updates, including the one you're looking for. They have an internal schedule for these releases and the tablet is included in the schedule, but they don't publish the schedule other that to say it's going to be done at some point.
