CPU fan speed Gateway LX6820

Tried to post this last night but it seems to have disappeared.

 

After running fine for many years, a couple days ago PC died.  Wiggled some cords and it restarted. CMOS had lost date/time, so replaced CMOS battery.

 

CPU fan now runs at 4300-4400 RPM all the time - very noisy.  Cleaned vents, CPU fan/heatsink. Cleaned up CPU and added new thermal paste.  Smartfan setting in BIOS (all it has is Enabled or Disabled) doesn't make any difference.

 

Tried Speedfan software and it won't control fan speed for this PC - but it shows that nothing is running hot either. So fan should be able to slow down - right?

 

Any other ideas?
