Maybe try boot from Windows DVD and choose repair option.

You have to download from MS download site and burn your DVD.

Enter BIOS first and choose boot priority (CD/DVD first).

I have the choice to change it to a legacy boot mode but it doesn't give me a legacy CD-ROM option?

first of all, which windows OS version is installed?

you don't need to switch to Legacy to boot from DVD, neither disable secure boot.

just enable F12 boot menu from BIOS, press F10 to save and exit and at next boot press F12 and choose DVD to boot.
