Acer Aspire ZC-700G stuck in bootloop, no POST

Hello everyone,

 

I have my nephews Acer Aspire ZC-700G All-In-One here and it will not start up.  Just a black screen and keeps restarting once you turn it on.  It displays absolutely no post.  I tried taking the RAM out and resettings the CMOS as well as unplugging the opitcal drive and hard drive.  None of this changed the original condition.  I am thinking its a bad motherboard and have priced it out but I wanted to run this by everyone here to see if anyone has had a similar experiance or advice because I don't want to buy a motherboard for $150 and have it do the same thing.

 

For real, any input would be greatly appreciated!!!!
