Acer Z320 will not install Parental Control App

Hi. I have just purchased an Acer Z320 Smartphone for my child and am trying to install Norton Family Premier onto it.  In setup, when Norton Family setup reaches the "Required Settings" for android screen, it asks to turn on the "App Usage Access" for Norton Family and sends me to the appropriate tab in the phone's "Settings App".  When I toggle Norton Family to "On" it does nothing - setup freezes.   I checked in the phones setting tab under "Apps with Usage Access" and Norton Family is still on.  The Device Administrator for this app is also activated and the the Norton Family Accessibility Service is On.  I am using the latest versions of Android 5.1.1 and Norton Family.  Please help.  Thank you.

As a note - I tried to install Qustodio, another parental control app, and the same thing happened, at the same spot in setup.  Both Apps will not acknowledge that "App Usage Access" is turned on for their particular program.  Thanks again.

I have the exact same problem and I am really desapointed because it is impossible for me to keep an eye on my child security!

Update.  I have been in contact with Acer customer service.  They have replicated the problem on their side and acknowledge that there is a glitch in the operating system.  Apparently, they will have this resolved in the next update, whenever that may be.  I shall keep you posted.
