V3 771 usb not working

I have a V3 771 Windows 8. Each port on the laptop is either giving power to a device and not further recognizing it, or the usb gives almost no power to it at all. i.e. I can charge my phone/ipod through the port but I cannot connect a device any further. I have uninstalled all USB drives and anything related to force a computer reinstall and I have tried updating the drivers as well. 

 

Any information or help is greatly appreciated!

First, if you havent already, update your BIOS to the latest version (2.28 I believe).

 

Next, go into Device Manager, and under each "host controller", right click and hit DISABLE.  Then right click again, and hit ENABLE.  See if that does anything.  Worked for me on my old laptop.

I have done each step as you've described. I still get an "unknown usb device" message with nothing being plugged in. This was all under Windows 8.1. I have reset the laptop to Factory settings which is Windows 8, and the problem still persists. No usb function from any of the ports, 3.0 or 2.0 ports, but the mouse recieves the power. But I can connect my SSD to the 3.0 ports.  

 

Also, I have noticed that the bluetooth function doesn't work either. I have tried updating the drivers as well with no success. 

 

Hopefully this further information can help provide a solution.
