can't access Settings app

I had a new internet modem installed at the house. Now my Iconia B1 won't let me access the Settings page - a little green Android figure/page immediately comes up saying UPDATE NOW. PLEASE READ! DO NOT TURN OFF OR REBOOT YOUR PHONE DURING UPDATE. PLEASE TRY AGAIN LATER. This has been going on for two days now.

 

Anyone have any suggestions? I've tried rebooting the tablet, same thing. Called Acer's people but b/c the tablet is past one-year warranty, they want more than the thing is worth to help me. Thx.

    ok, so probably there's a problem with data or system cache.

     

    have a look at this video to do a hard reset (you will loose all your personal data, so backup first)

    where this message appears?

    at boot or once your device booted to home screen?

    I have no problem accessing home screen and all the other apps ... it's when I click on SETTINGS that the usual page with Wi-Fi etc flashes up briefly then immediately this ANDROID message thing covers it up and I can't move it to get at the Settings.
