Hello
It sound as if the touchpad driver isn't installed or has become corrupted!
Go here, enter in your laptop details, not forgetting to select Windows 7. On the driver tab you will find your touchpad driver - install it & reboot. Your scroll should now work!

touchpad scroll must be resett in control panel every time th pc restarts. No sulotion to this problem found anywhere.
