Q: ??? SETUP IS STARTING SERVICES error

Aspire one netbook with windows 7

model PAV70

i tried to restore it to factory settings (backed up to C file)

it went fine untill it got stuck in a loop saying it couldnt install windows and had to be restarted. i would restart and it would go to the same error over and over

then i tried to use the recovery discs (unsure of how to use them) i hooked up the external drive and powered on but no options came up although the disc was making noise as if activated. i left that going all night but no change.

NOW i power on and only get SETUP IS STARTING SERVICES

i have tried F8, F11, F12, ALT + F10 and nothing

the only thing that worked was shift+F10 (i tried ms00be but got nothing) (i did regedit/child comp/1 changed to 3 etc but nothing)

the only way i can get a response from the computer is SHIFT + F10 or if i press the space bar to "pause system resume" this gives the option to "continue" in which its back to being stuck on the SETUP screen or i could press "delete restoration data and proceed to system boot menu" SO should i try to delete the data and go to boot menu? if so where do i go from there?

Using another PC, you can try to create a USB Win7 starter installation drive from a Win7 iso file by using Microsoft's usb download and installation tool. Follow the directions on the first link. You will need the Win7 registration product key on the backside of the computer to download the Win7 iso file on the 2nd link.
