Aspire V3-771-6470, Windows 10: Installed new battery: 0% available (plugged in, not charging)

I have:

 

Aspire V3-771-6470 with 500GB SSD, 16GB RAM, WINDOWS 10.  Have had this laptop for about 3-4 years with no issues.  But, the battery had seen better days.  It lasting only 20-30 minutes.  So, yesterday, installed brand new battery and charged fully.  When I turned on laptop, battery meter shows "0% available (plugged in, not charging).  I researched on internet and have tried several of the "quick fix" approaches with no luck.

 

What happened?

    I've got the same problem. The battery light is blinking, and the message above the battery icon is "0% available (plugged in, not charging)". At the same time the energy report, which is obtained by using command powercfg -energy -output %userprofile%\desktop\energy-report.html shows that the battery does have charge
