Network Store Interface Service corrupted

I have a Acer desktop running Vista, I am unable to connect to the internet or my network. The problem is with the Network Store Interface Service. When I disable the service I can run my PC but without internet or network. When I start the service the PC locks up once it boots to the desktop and I am unable to do anything at that point other than power off and restart in safe mode. Once in safe mode the internet works again. It appears that my Network Store Interface Service is corrupted, is there a way I can repair the service? I have tried system restore and sfc /scannow, neither was able to repair the service.

IS there no way to repair or replace this service?
