i would suggest you to backup your personal data, if you are not able to boot to OS, you can boot from a Ubuntu LiveCD  or hiren's boot cd:

i suggest you to create a bootable USB or CD media from Hiren's boot cd .iso
    http://www.hirensbootcd.org/download/
unzip the zip file, burn the .iso file to CD or USB pen/external HDD
then boot from the burned media and choose mini-xp from the options, once in the desktop, you can plug an USB flash drive and backup your personal data.

probably you need to disable secure boot and switch from UEFI to Legacy, just press F2 at boot and enter BIOS, modify those 2 settings and press F10 to save it.

remember to revert back those 2 options when done with Hiren's boot cd.

once done the backup, at boot press ALT+F10 and refresh or re-install your OS.

Thank you for your kind assistance.  Is there a chance of loosing data while refresh or re-install OS??

if you do a refresh (if the recovery process allows you to do it), you will not loose your data.

if you do a re-install, yes you will loose all your data.
