I have an Acer Ionia W4-820 tablet with Windows 8.1 32bit OS. But, I noticed that in one landscape mode i.e, The mode when the Windows button is to your right and Webcame is to your left, then swiping the right edge for Charms bar doesn't work. Also, swiping from top edge to close apps also doesn't happen in this orientation. Both these operations work find fine when the landscape mode is other way around.

Swiping for Charms in the portrait mode also stopped working today. It is as if none of the Swiping from the edge where volume button is located wouldn't work.

Is this normal ? I bought this device a week ago from amazon.

Another issue I faced was, whenever I shut down my tablet, after display turns off, both the rear and front camera LED light becomes active. It only switches off when I press power button for a long time and force shut down. Is this a defective piece ?

This can happen when the touch area doesn't quite go to the edge on one side. You can tell by doing a 'lasoo' of an area that runs up to that edge. If the lasoo edge doesn't run all the way to the edge of the screen then you can have that symptom.
