Anyways I have an Aspire V3-572G. I installed Windows 7, because Windows 8.1 just isn't my thing. Anyways, the driver list has a fair number of drivers for both older intel chipsets (series 7) and Broadwell (series 9). The problem was, that the list of drivers lacked a USB 3 driver for Windows 7 for the Broadwell chipset.
I know someone had a similar problem in the past about a missing driver for the Aspire V3 series. Someone may stumble across this post and see they had the error "This computer does not meet the minimum requirements for installing the software," while trying to install the USB 3 driver listed under drivers/manuals. The problem is that the listed USB 3 driver(s) might be for the wrong chipset. The first flag that made me think this was the error I got when I tried installing the non-Broadwell chipset driver; it was a very similar error!
I found the official Intel USB 3 driver for the 8/9 series here (https://downloadcenter.intel.com/search?keyword=Intel-USB-3-0-eXtensible-Host-Controller-Driver). More specifically (https://downloadcenter.intel.com/download/22824/USB-3-0-Driver-Intel-USB-3-0-eXtensible-Host-Controller-Driver-for-Intel-8-9-Series-and-C220-C610-Chipset-Family). I can verify that this driver works for my laptop at least. I assume there are numerous Aspire notebooks out there with the Intel Broadwell chipset, but without the Broadwell USB 3 Driver for Windows 7.
I do not know how to tell Acer to grab the driver from Intel, but hopefully this post will make someone waste two fewer hours than I did today.
