how can i get wifi to work with my new acer aspire desk top

bought new computer and it will not let me use wifi, it keeps saying I'm not conected to an ethernet but i want to use a wireless hotspot and it also says, The app manager is required to activate applications, but is not running. whenever I try to configure Wifi settings or anything else in control panel
