ACER LIQUIDZ200 android phone touch screen problem

Hello i would like to ask some advise about my android phone ...the upper part of my screen is partially wet although my phone can still receive text and calls but i cannot click on the screen  i waited almost a week for it to dry but when i  turn it on its still cannot function well because the touchscreen sensor seems to be not detecting whenever i press on it ...what is the solution to this problem???

if there is a short on the touch panel....you can only change it with a new one.
