Aspire M does not get beyond the ACER screen

My Aspire M (1.5 years old) was making a horrible noise, so I opened it up to find a very dirty fan.  I cleaned the fan, but it still made noise. I bought a new fan and installed it. After closing it up and turning it on, it only gets to the ACER screen and then recycles.

 

I probably inadvertantly corrupted the BIOS, or is it something else?  Can I flash the BIOS without having a working BIOS?

 

Looking for help/advice.

    Check if ram sticks are well seated or any cable is loose.

    Thanks for responding, but I think you are treating this like a desktop.  This is a portable.  The cables lock, and RAM wouldn't be touched unless you opened another compartment.

     

    Either way, this isn't the problem.

    If this is a laptop ,you probabalily removed a few things to get to the Fans inside the laptop so i would recommend checking the cables and checking the hardrive , and no i dont believe you will need to do any thing with your bios , i do know for a fact static can kill your computer parts instantly , so if you put a main board or controller board or RAM or even a HDD on the ground or a carpet , you would most likly need to replace that part , laptop parts are very fragile.
