Ok so I bought a almost new laptop from E-bay. when I first got it and looked at the manufacturing date it was less than 3 months old but had a cracked screen replaced the screen and voila I got a new laptop running windows 8. also was able to register it and got the warranty. well to make a long story short I tried to boot it up the other day and would only boot to welcome screen and once i put the password in to enter the desktop it would let me see the desktop for a split second and get a blue screen or white one couldn't do anything so I started looking around the bios and found that the HHd was frozen password I came to the community and found people saying to make a supervisor password and than delete it well this worked for a little bit until it booted to windows than it did the same HHd frozen, my next step was to take it out of UEIF and install a new HHD that i have with windows 7 installed for the laptop cause at the time windows 8 was not my perfrance in OS, booted the computer and checked the bios and everything looked good booted to windows but would not boot, went in to bios and found that the HHD was frozen again so I put the original HHD back in and set the UEIF actually did a bios reset, but to no luck, than I was on the welcome screen where you would put the password in and started to look around and for some reason I did a UPDATE and restart and poof it worked , everything is good to go. I hope this will help out some people with the same problem
