Aspire V5-571P usb 3.0 doesn't work with WD external drive?

I have an acer Aspire V5-571P running Windows 8.1  All of the service packs and updates are installed.  I have a Western Digital My Passport USB 3.0 capable external hard drive.  If I plug it into the USB 2.0 port on my Acer, it shows up just fine.  If I plug it into the USB 3.0 port on my Surface Pro 2, it shows up just fine, but if I plug it into the USB 3.0 port on the Acer, it never shows up at all.  Nothing shows up in drive management, nothing shows up in file explorer.  Is there an updated driver for USB 3.0 for this notebook that I'm missing?  There is not one listed in the downloads section...

    The 3.0 HD lights up and spins up just is having a hard time being found by the computer consistantly

    2 things to check:

    1) if you connect USB2.0 devices on USB3.0 ports, they works?

    2) 

    Windows logo key + x
    click on Device manager

    if Yellow exclamation mark is present
    double click on it
    choose "Details" tab
    from dropdown menu, select HardwareIDs
    click on the first value and copy/paste it here

    1) Yes, USB 2.0 work fine.

    2) No issues in device manager.  All devices have updated drivers.  I've searched for newer drivers as well but can't find any.  USB is listed as Intel xHCI usb 3.0 controller and is (according to Win 8.1) working correctly.

    does the external HDD lights up any led when connected to USB3.0?

    can you hear it spinning?

    so following days I have tried a number of configuations,

    yes th 3.0 port will see 2.0 drives

    I have to go into the drive and change the drive letter from f to e for a program that I run and it needed to see it as that.

    then i moved the 3.0 drive to the 3.0 port just like I have done many times before and with in a couple of seconds it came up just as happy as can be.

    NOTHING DIFFERENT than changing a drive letter?????????

    If this yellow exclamation comes up I will do the next step
