USB Debgging recognized by PC but not by any other software + Acer Sync?

Q1) It hasn't been long that i owned my new Acer liquid E700 (/E39; what's the diff?). it is an android 4.4.2 Kitkat and I have unlocked the developer options. Recently i have been looking fo PC suites for Android and believe it or not, I have found quite a good number of freeware around the net. Anyhow, every software I found aske me to turn the USB Debugging on so i did. When i connect my Acer liquid E700 w/o debugging, i get an icon at the drivers section in "(My) Computer" (Windows 7) and when i turn debgging, I get another. This means that my laptop realises a differance between USB debugging turned on and turned off. However none of the software i downloaded had recognized that debugging mode was on. If this was a one time on one software, i would say that that PC Suite sucks, but on all? there's a problem. Has anyone encountered this and fixed it please?

Q2) Both me and my Partner have Acer Laptops, mine is Windows 7 and hers is Windows 8.1 . When i had connected my phone to my partner's laptop, drivers were installed and a small desktop Gadget that looked like a U-shaped semi-circle with a smartphone siluette on top of it, where as none of this has happened on my Acer. is there such thing as an Acer Phone to Acer Laptop connection/sync? does it work on Win7? howcome hasn't this happened on mine?

- Thank you so much for reading!

    Q1)

E700 aka E39 is the same thing, just commercial name vs product name

about USB debugging, on Device manager, with debugging enabled, do you have any yellow exclamation mark?

    Q2)

Can you please post a screenshot of this icon?

    I'm not an Acer employee.

    Dear IronFly,

Ah okay, good to know Smiley Happy. No i do not have a yellow exclamation mark, but coming to think of it, when my E39 is connected in Debugging mode, the Icon looks more like a digital camera rather than a mobile phone.

About the screen shot, I will be able to do that once i'm at her house which shouldnt be long till i do Smiley Wink.
