why did CIR winbond disappear from my computer (6930G) when I upgraded from vista to windows8

I first upgraded from Vista to Windows 7 and the one problem I had was the disappearance of the CIR Winbond driver from my Acer 6930G. After a couple of months not being able to resolove this problem, I purchased windows 8 and in my navive mode I thought it might solve this problem, and of course it didn't. I need not mention that I am near computer iliterate.

I have downloaded the CIR Winbond driver from Acer website and attempted to install, a multitude of times, and the resultant error message si "This device is not working properly because Windows cannot load the drivers required for this device. (Code 31)
