Well i have tried getting rid of it in the control settings(BIOS)but it keeps coming back and it is really annoying!

I've accidentally done that.  Can't remember the exact setting you're after, but it should be under the "accessability" options (designed to help those with poor eyesight).

    Hi,

The easiest way to solve this is to go to Control Panel, if you are using windows 8 just slide on the left side.  For as long as you can get to control panel and find the "Ease of Access Center" group.  Make sure you click this title and it will show you a list, inside a box, it says Quick access to common tools.  Right underneath that big box, there is a couple of list underlined in Blue with an Icon that has a subheading opposite it that says "Make touch and tablets easier to use".

You will see a dropdown that states narrator, change it to None and this solves your issue.  BTW, just above the dialog box it will say:

"Pressing the windows button and volume up button on your tablet can start an accessiblity tool.  Which accessiblity tool would you like to be launched ?"

of course since the drop down says narrator, the narrator launches.  BTW, it is a stupid windows description, because on my tablet I don't need to press the windows buttton + volume up.  When the narrator was active I just press the volume up button and the narrator keeps activating and when I do a long press volume up it deactivates.

But just the same it is on the control panel where you can deactivate the narrator.

Hope this helps and resolves your issue.

    Gene

These symptoms point to a stuck Windows button. Make sure yours actually moves when you push it.
